WHAT IS THE REGIONAL PLAN??

The Regional Plan is an exercise undertaken by the Government and more specifically the Town and Country Planning Department (TCPD) which takes into account the changes occurring in the population, economy and physical developments in the region. This excercise is completed in conjunction with the public by putting up the Draft for suggestions and objections from them before finalisation.

It is a complex exercise and may include among many things:

Economic development & the process of industrialization & urbanization

Relationship between social & economic development

Development of agriculture
The states response strategy in the light of changes taking place in India ’s economic policies

Land use patterns and the location of manufacturing, trading, residential & public utility services

Evaluating and reorganizing multilevel planning i.e State planning commissions, District bodies, urban local authorities (municipal councils & corporations) and Panchayats.

Environmental management, sustainable development and resource conservation

Basic Service Needs: Water supply, sanitation & solid waste removal

Transportation, power and communication

Evaluation of existing organizational structure, what they deliver and fail to deliver

A land use survey is carried out on the basis of which urban and rural sprawl maps, existing land use maps and land use zoning maps for the Region are prepared.

All the spatial and attribute data is then organized under a (Geographic Information System) GIS.

WHAT WILL IT DO TO GOA?

Deplete natural resources like forest cover, etc. leading to ecological imbalances. (Link)

Allowable FAR of 80% for the new settlement areas will turn green areas into concrete jungles, e.g. the Tata Housing Complex at Betim which uses the full FAR. (link)

Pressure on already saturated infrastructure like water, electricity, sanitation, waste disposal etc. as the new settlement areas will be more resource-intensive compared to the existing mainly rural settlements. (link)

Increase in migrant population along with the accompanying social problems like increased crime, begging, etc. (link)

False, sudden boom followed by an eventual crash in the building and real estate industry.
